Job Description: 
In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union in the occupied Palestinian territories, the expert will be appointed as Technical Assistant (TA) by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO). 
Following the escalation of hostilities on 7 October 2023, the humanitarian needs in the occupied Palestinian territories have increased dramatically, affecting over 3 million people. In response, DG ECHO has allocated EUR 220 million in 2025, bringing the total allocated since 2023 to over EUR 550 million. 

The humanitarian situation in Gaza is now dire: by the mid-August 2025 89% of the Gaza Strip is a no-go area, starvation in Gaza is at the worst level since October 2023 and a famine has been declared in the Gaza Governorate and the amount of aid entering the Strip is largely insufficient to meet the scale of needs. The situation in the West Bank including East Jerusalem has also significantly deteriorated, in terms of violence, displacement and other constraints on movement. 

The massive scale-up of the humanitarian operations in oPt is expected to remain a priority while at the same time partners are likely to continue facing challenges in access, including possible de-registration of INGOs hence halt of their humanitarian operations in oPt. The announcement of the first phase of a ceasefire in October 2025 may ease the humanitarian access situation and improve the security situation, but humanitarian needs will remain massive. DG ECHO provides a multi-sectoral humanitarian response in oPt, with interventions focusing on Protection, Cash, Food, Shelter, Health, Water & Sanitation, Education in Emergency, as well as coordination and advocacy. 

The expert will reinforce the DG ECHO field office in Jerusalem. In order to maximise the impact of the humanitarian operations financed by the European Union, s/he will be required to carry out regular missions to identify and assess humanitarian needs and to monitor programs in the area of assignment. S/he will work closely with Thematic Experts of DG ECHO’s Regional Office, to ensure coherence of the actions with DG ECHO's policies and practices, and work in close coordination with other relevant stakeholders, including the EU Delegations and partners. The expert's tasks can be grouped under three categories: 1) analysis of the humanitarian situation in view of advising DG ECHO on its operational strategy; 2) management of the project portfolio at all stages of the project cycle, 3) humanitarian advocacy and dialogue with key stakeholders including development partners. 

At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions linked to his specific responsibilities to other regions or to Brussels and should be prepared to react to a current or evolving crisis in any other region in the world.

Place of assignment: 
The expert will be part of DG ECHO's Country Office based in Jerusalem. The Jerusalem office comprises a team of 1 Head of Office, 2 Technical Assistants (incl. the current post), and 5 national staff. 

Candidates are deemed to be fully aware of the local living conditions, including inter alia information concerning security, health care, social acceptance of sexual orientation, and accommodation provided, before applying.

Eligibility criteria for all ECHO field positions: 
Candidates should hold a higher education diploma (degree or masters level) or secondary school leaving certificate. 
The candidate must have at least 3 years of professional experience in humanitarian aid with a minimum of 2 years' relevant experience in the area of expertise outside the European Union and other industrialised countries, other than their country of origin. 
General DG ECHO language requirements: mastering English, French or Spanish as the mandatory first language. The second language must be different from the first language and must be one of the languages used in the humanitarian aid sector, namely French, English, Spanish, Arabic or Russian.

Only candidates who are citizens of one of the member states of the European Union, nationals of Switzerland, Norway, Liechtenstein, Iceland; or nationals of countries eligible for The European Union projects and programmes may apply. Requirements
• An excellent command of English is required (C2 level) 
• At least 5 years of experience in management of multi-sectoral humanitarian aid programs and integrated programming 
• Experience in the domain of protection 
• Team player and cooperation skills 

Assets
• Experience in the Middle East 
• Experience in humanitarian diplomacy and advocacy 
• Experience in complex settings (conflict, forced displacement, food insecurity, under-nutrition) 
• Knowledge of Arabic
