Skills Alliance in Poland
The Skills Alliance in Poland initiative is a result of multi stakeholder consultations to address the unemployment and underemployment of Ukrainian refugees in Poland. The purpose of the initiative is to bring various parties together and build coordinated linkages between the private and public sectors, NGOs, Academia, and diplomatic missions with the aim to support refugees, particularly those from Ukraine, in acquiring new skills and increasing their employability in a manner that matches their competences, qualifications and the needs of the Polish labor market and the future reconstruction of Ukraine.
The initiators of the network were CARE, UNICEF and the Tent Partnership, and its Secretariat is currently led by CARE, IRC and Right to Protection. The position of Secretariat Manager will be hosted at CARE, reporting to CARE’s Country Director and accountable to all three co-chairs.
Main responsibilities of the Skills Alliance Manager:
Strategic Planning:
-Support the Secretariat in establishing and readjusting strategic directions of the Skills Alliance in Poland, deepening cooperation and information exchange between its Members.
-Develop and regularly update annual workplan.
-Identify funding opportunities and assist in securing financial and technical support for the Skills Alliance in Poland.
Stakeholder Engagement:
-Ensure meetings of the Secretariat, Skills Alliance in Poland Plenaries and Working Group’s Meetings take place regularly, the agenda is shared in advance and minutes with action points shared.
-Support the Secretariat in developing relevant meetings’ agenda for the Skills Alliance in Poland meetings.
-Facilitate and moderate the meetings and events, keeping discussions on track and achieving meaningful outcomes.
-Actively participate in and support relevant working groups under humanitarian coordination (esp. Economic Inclusion Working Group)
-Liaise with government agencies, educational institutions, industry partners, and other relevant stakeholders to foster collaboration and support for the Skills Alliance in Poland.
-Represent Skills Alliance in Poland at external events, including events by the regional Skills Alliance for Ukraine.
Communication and Reporting:
-Ensure timely and attentive responses to Skills Alliance in Poland Members' and Observers’ inquiries.
-Ensure transparent communication with stakeholders through regular newsletter, including updates, reports, and presentations on the progress and outcomes.
-Manage and develop Skills Alliance in Poland LinkedIn profile.
-Maintain the repository of key documents and resources.
-In collaboration with Communications teams of the Secretariat organizations develop project briefs and communication content.
Monitoring and Evaluation:
-In collaboration with the MEAL team develop monitoring and evaluation frameworks to assess the impact and effectiveness of Skills Alliance activities, and use this information to make data-driven decisions and improvements.
-Coordinate relevant research projects.
Our requirements:
-Bachelor's degree in a relevant field (e.g., business administration, project management, economics).
-Outstanding communication, networking, and interpersonal abilities, with a proven capacity to engage and collaborate effectively across diverse stakeholder groups.
-Proven experience in project management, preferably in the context of skills development, work training or in coordination.
-Proven ability to lead projects with autonomy and sound judgment, combining self-discipline with the capacity to synthesize group input into practical collective action.
-Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
-Analytical mindset with the ability to interpret data and make evidence-based decisions.
-Fluency in English and Polish, both written and spoken.
Optional:
-In depth familiarity with the Ukrainian Refugee Response in Poland, would be a distinct advantage.
-Familiarity with relevant Ukrainian policies and regulations on skills and labour market, would be a strong asset.
-Proven experience in coordination of research projects is desirable.
