Job Description:

In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union in Ukraine, the expert will be appointed as Country Technical Assistant (TA), by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO)Since 24 February 2022, Russia’s war on Ukraine has caused a humanitarian crisis in the country that keeps affecting millions of people. According to the UN 2025 Humanitarian Needs and Response Plan (HNRP) for Ukraine, 12.7 million people are in need of humanitarian assistance. The humanitarian assistance in Ukraine is multi-sectorial and encompasses provision of assistance in various sectors, such as basic needs (in particular via the provision of muti-purpose cash assistance), shelter/NFIs, WASH, protection, health, and education. Since February 2022, the Commission has allocated EUR 1.214 billion for humanitarian aid programmes to help civilians affected by the war in Ukraine. This includes EUR 1.130 billion for Ukraine and EUR 84 million for refugees and host communities in Moldova.

The TA will be required to carry out regular missions to identify and assess humanitarian needs, evaluate proposed programmes and actions and monitor projects in the area of assignment. They will work closely with Thematic Experts of DG ECHO’s Regional Office, to ensure coherence of the humanitarian needs, evaluate proposed programmes and actions and monitor projects in the country, as well as to ensure coherence of the actions with DG ECHO's policies and practices. They will also work in close coordination with other relevant stakeholders, including the EU Delegations and partners. The expert's tasks can be grouped under three categories: 1) analysis of the humanitarian situation in view of advising DG ECHO on its operational strategy; 2) management of the project portfolio at all stages of the project cycle, 3) humanitarian advocacy and dialogue with key stakeholders including development partners.

At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions to other countries or to Brussels and should be prepared to react to a current or evolving crisis in any other region in the world as requested by headquarters.

Place of assignment:

The expert will be based in the Sub-country Office of Dnipro in Ukraine. The Sub-country Office in Dnipro consists of 2 Technical Assistants, 1 Programme Officer, 1Programme assistant ( Under recruitment) and 2 Administrative and logistics support staff. Dnipro Sub-country Office reports to the main office in Kyiv composed of 15 staff members: 1 Head of Office, 3 Technical Assistants, 2 Programme Officers, 1 Programme Assistant, 1 Communication Assistant, 2 Security Officers and 5 Admin and logistics support staff. The support for sectoral expertise is provided by the Regional Office in Amman, Jordan, which is composed of almost 40 staff providing support to country offices in the Middle East region, Southeast Europe and the Neighborhood and North Africa.

The post is a non-family duty station. The TA will benefit from Rest and Recuperation (R&R).

Eligibility criteria for all ECHO field positions:

Candidates should hold a higher education diploma (degree or masters level) or secondary school leaving certificate.
The candidate must have at least 3 years of professional experience in humanitarian aid with a minimum of 2 years' relevant experience in the area of expertise outside the European Union and other industrialised countries, other than their country of origin.

General DG ECHO language requirements: mastering English, French or Spanish as the mandatory first language. The second language must be different from the first language and must be one of the languages used in the humanitarian aid sector, namely French, English, Spanish, Arabic or Russian.

Only candidates who are citizens of one of the member states of the European Union, nationals of Switzerland, Norway, Liechtenstein, Iceland; or nationals of countries eligible for the European Union projects and programmes may apply.
