Regional Security Coordinator (RSC) - Bangkok, Thailand (DG ECHO Regional Office)
Job Description:
In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union in South, East and South-East Asia and Pacific, the expert will be appointed as Regional Security Officer (RSC), by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO).
The region faces significant and complex humanitarian challenges across different sectors: the increasing impacts of climate change and natural hazards continue to be the main drivers of humanitarian needs, exacerbated by the increasing number of complex, protracted or resurging conflicts, and economic, political and social crises. Protracted humanitarian situations in countries such as Afghanistan, Bangladesh’s Cox’s Bazar and Myanmar, coupled by resurging crises such as tensions between Thailand and Cambodia, and the Philippines, are affecting millions of people in need of humanitarian assistance. The region’s high exposure to natural hazard-induced disasters, such as floods, cyclones, earthquakes, volcanic eruptions, landslides, and others, exacerbates and multiplies the existing needs and vulnerabilities.
The RSC will be responsible for DG ECHO's regional security issues in the region. They will oversee and provide guidance on security risk management through increased capacity, technical support, and advice both to the regional team and country offices on all aspects of staff security and ensure appropriate systems are in place at regional and country level. The RSC will also monitor the regional situation, identify threats, and minimize risks. They will conduct security assessments, provide training for Regional and Country Office staff, analyse incident reports and security updates, respond to Country Office inquiries, and deploy to emergencies to ensure security management in addressing emergency response needs.
The RSC will provide support to country offices on crisis management and security incident analysis.
At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions linked to his specific responsibilities to other regions or to Brussels and should be prepared to react to a current or evolving crisis in any other region in the world.

Place of assignment:
The position of RSC for Asia Pacific is based in Bangkok, Thailand. The region includes 1 Regional Office, 4 Country Offices, 1 Sub-country Office and 3 Antennas. The Bangkok office comprises a team of 12 expatriate staff and 11 national staff, co-located with the EU Delegation. Expatriate staff includes, in addition to the Head of Regional Office, Thematic Experts (Protection/Gender/Education in Emergencies, Food Assistance, Disaster Preparedness, Health/Nutrition and WASH/Shelter), 1 Rapid Response Coordinator, 2 Administrative Coordinators, 1 Regional Security Officer, 1 Logistics Coordinator and 1 Regional Information Officer. In total, there are 23 staff in the ECHO Bangkok office.
Candidates are deemed to be fully aware of the local living conditions, including inter alia information concerning security, health care, social acceptance of sexual orientation, and accommodation provided, before applying.
Eligibility criteria for all ECHO field positions:
Candidates should hold a higher education diploma (degree or masters level) or secondary school leaving certificate.
The candidate must have at least 3 years of professional experience in humanitarian aid with a minimum of 2 years' relevant experience in the area of expertise outside the European Union and other industrialised countries, other than their country of origin.
General DG ECHO language requirements: mastering English, French or Spanish as the mandatory first language. The second language must be different from the first language and must be one of the languages used in the humanitarian aid sector, namely French, English, Spanish, Arabic or Russian.
Only candidates who are citizens of one of the member states of the European Union, nationals of Switzerland, Norway, Liechtenstein, Iceland; or nationals of countries eligible for The European Union projects and programmes may apply. Requirements:
• At least 5 years of experience in security risk management in humanitarian settings
• Proven knowledge of crisis management, including knowledge of evacuation
• An excellent command of English is required (C2 level)
• Ability to work under periods of stress e.g. security incidents, crisis and evacuation
• Be an excellent team player.
Assets:
• Ability to raise awareness, give advice and train ECHO staff on security-related matters
• Excellent networking capabilities with security focal points of international organizations, ECHO partners, other NGO’s and embassies.
