The Program Support & Quality Assurance Coordinator is a member of the PAH Global Programs Team and reports directly to the Global Head of Programs. The role plays a pivotal part in overseeing project implementation in Ukraine, coordination, and quality assurance, ensuring that the project is effectively realized, monitored, evaluated, and reported to achieve high-quality and high-impact outcomes. The position supports continuous improvement processes, compliance with PAH’s strategy and mission, and adherence to donor rules and regulations.

The Coordinator works closely with HQ-based teams and the Ukraine Country Office, as well as with local partners in Ukraine who implement approximately large share of project activities, to ensure smooth coordination, strong collaboration, and consistent quality across all components of the project.

Key Duties and Responsibilities:

  • Provide day-to-day programmatic support and coordination for project implemented in Ukraine from HQ level, ensuring timely and coherent implementation across all components
  • Participate in the process of partners selection, developing partner’s proposal, establishing cooperation with the partners (including monitoring targets)
  • Serve as a key coordination focal point between HQ and the Ukraine Country Office, facilitating clear communication, alignment, and information flow.
  • Support coordination across technical sectoral aspects, MEAL, finance, and grants teams, particularly between HQ and Ukraine Country Office to ensure integrated project implementation
  • Ensure that the project is implemented in line with PAH global quality standards, humanitarian principles, and donor compliance requirements
  • Conduct regular field visits and assessments to monitor program effectiveness and identify areas for improvement and recommend solutions
  • Coordinate and support MEAL processes, including final case study report to ensure evidence-based decision-making and continuous improvement
  • Collaborate with MEAL teams to establish performance indicators and data collection mechanisms
  • Provide technical guidance and hands-on support to Country Office teams and local partners on program quality, donor compliance, and PAH standards
  • Coordinate and/or facilitate trainings, workshops, and coaching sessions for staff and partners involved in the project
  • Support documentation and sharing of lessons learned, best practices, and success stories for internal learning and external communication
  • Travelling to the PAH Country Office in Ukraine

The successful candidate will be selected based on the qualification requirements described below:

  • Minimum 5 years of relevant work experience in NGO, minimum 3 years of work experience in program implementation, quality assurance or monitoring & evaluation within the NGO sector
  • BA / Master’s Degree in project management, international relations, economics, social sciences, public health, humanitarian & development contexts or another discipline related to WASH, FSL, Education, Protection
  • Previous experience in PAH countries of operations is considered an asset, experience working on projects implemented in Ukraine is a must
  • Excellent English language skills (written and verbal), at least C1 level; knowledge of Ukrainian and Polish will be a strong asset
  • Proficiency in data analysis and use of monitoring and evaluation software
  • Strong knowledge of program management, including budgeting, compliance and reporting
  • Experience in developing and applying quality assurance frameworks and tools
  • Excellent interpersonal, organization and communication skills, with the ability to represent the organization in high-level coordination meetings
  • Experience working with local partners, international donors
  • Ability to lead, motivate and collaborate with teams in remote modality
  • No health contraindications to travel (Ukraine)
