Job Description: 

In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union in Central African Republic, the expert will be appointed as Country TA (Technical Assistant), by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO). 

CAR is facing a severe and protracted humanitarian crisis. ECHO Humanitarian assistance in CAR responds to the needs of population affected by the conflict that has been ongoing for the last ten years. Due to violence, more than 428,000 people are forcibly displaced. The Sudanese crisis has had an impact in the north-east area of the country where more than 40,000 refugees have crossed the border, putting under further strain an already very vulnerable area. In addition, more insecurity in the south-east and north-west of the country further expose people to violence and protection risks. In 2025, 2.4 million people were in need of humanitarian aid, and DG ECHO supported the humanitarian response with a total of 22.5 MEUR. In 2026, ECHO support amounts so far to EUR 21.5 million in the sectors of food assistance, nutrition, WASH, health, EiE, protection, coordination and support to humanitarian operations. The complex humanitarian situation is compounded by the fact that the country is the second to last on the Human Development Index (191st out of 193 countries), partially as a result of very limited access to social services. 

The expert will be required to carry out regular missions to identify and assess humanitarian needs and to monitor programs in the area of assignment. The expert will work closely with Thematic Experts of DG ECHO’s Regional Office, to ensure coherence of the actions with DG ECHO's policies and practices, and work in close coordination with other relevant stakeholders, including the EU Delegations and partners. The expert's tasks can be grouped under three categories: 1) analysis of the humanitarian situation in view of advising DG ECHO on its operational strategy; 2) management of the project portfolio at all stages of the project cycle, 3) humanitarian advocacy and dialogue with key stakeholders including development partners. 

At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions linked to his specific responsibilities to other regions or to Brussels and should be prepared to react to a current or evolving crisis in any other region in the world.

Place of assignment: 

The expert will be based in DG ECHO’s Country Office in Bangui, Central African Republic. The office is currently a Category 3 non-family duty station. The TA will benefit from the ECHO system of Rest and Recuperation (R&R) to disconnect from the working and living environment. 

The Country Office in Bangui comprises 9 staff members, including 2 Technical Assistants (a Head of Office and a Country TA) and 7 National Staff. 

Candidates are deemed to be fully aware of the local living conditions, including inter alia information concerning security, health care, education, social acceptance of sexual orientation, employment opportunities for spouses, and accommodation provided, before applying.

Eligibility criteria for all ECHO field positions: 

Candidates should hold a higher education diploma (degree or masters level) or secondary school leaving certificate. 

The candidate must have at least 3 years of professional experience in humanitarian aid with a minimum of 2 years' relevant experience in the area of expertise outside the European Union and other industrialized countries, other than their country of origin. 

General DG ECHO language requirements: mastering English or French as the mandatory first language. The second language must be different from the first language and must be one of the languages used in the humanitarian aid sector, namely French, English, Spanish, Arabic or Russian. 

Only candidates who are citizens of one of the member states of the European Union, nationals of Switzerland, Norway, Liechtenstein, Iceland; or nationals of countries eligible for The European Union projects and programmes may apply.

Requirements for the post: 

• an excellent command of French (C2 level) and a good level of English (C1 level) are required 
• At least 3 years of experience in the management of multi-sectoral humanitarian aid programmes and integrated programming 
• Proven experience in complex settings (conflict, forced displacement, food insecurity, protection crises, and under-nutrition) 
• Proven experience in forced displacement, refugee and resettlement situations 
• Team player skills and cooperation

Assets: 

• Previous professional experience in the region. 
• Experience in humanitarian/development frameworks (Nexus). 
• Advocacy and communication skills
