Job Description:

In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union in in Ukraine and the Caucasus the expert will be appointed as short term Regional Security Officer, by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO).

Since 24 February 2022, Russia’s war on Ukraine has caused a humanitarian crisis in the country that keeps affecting millions of people. According to the UN 2026 Humanitarian Needs and Response Plan (HNRP) for Ukraine, 10.8 million people in Ukraine will require humanitarian and protection assistance. The humanitarian assistance in Ukraine is multi-sectorial and encompasses provision of assistance in various sectors, such as basic needs (in particular via the provision of muti-purpose cash assistance), shelter/NFIs, WASH, protection, health, and education. Since February 2022, the Commission has allocated EUR 1.31 billion for humanitarian aid programmes to help civilians affected by the war in Ukraine and refugees and host communities in Moldova.

The short-term expert will reinforce the DG ECHO field office in Kyiv, Ukraine. In order to maximise the impact of the humanitarian operations financed by the European Union, they will be required to carry out regular missions to identify and assess humanitarian needs and to monitor programs in the area of assignment. The short-term RSC will work under the supervision of the Security Sector in HQ, the Head of Office and in collaboration with and in support of the RSC already based in Ukraine. The short-term RSC is responsible for DG ECHO's regional security issues in the region. He will oversee and provide guidance on safety and security risk management through increased capacity, technical support, and advice both to the regional team and country offices on all aspects of staff safety and security and ensure appropriate systems are in place at regional and country level. The RSC will also monitor the regional situation, identify threats, and minimize risks. He will conduct safety and security assessments, provide training for Regional and Country Office staff, analyse incident reports and security updates, respond to Country Office inquiries, and deploy to emergencies to ensure safety and security management in addressing emergency response needs. The RSC will provide support to country offices on crisis management and security incident analysis.

At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions linked to his specific responsibilities to other regions or to Brussels and should be prepared to react to a current or evolving crisis in any other region in the world.

Place of assignment

The short-term expert (regarded as expatriate without his/her family) will be part of DG ECHO's Country Office based in Kyiv, Ukraine. The post is a non-family duty station. The TA will benefit from the ECHO system of Rest and Recuperation (R&R) to disconnect from the working and living environment.

The Kyiv office comprises a team of 15 staff members: 1 Head of Office, 3 Technical Assistants, 2 Programme Officers, 1 Programme Assistant, 1 Communication Assistant, 2 Security Officers and 5 Admin and logistics support staff. The support for sectoral expertise is provided by the Regional Office in Amman, Jordan, which is composed of almost 40 staff providing support to country offices in the Middle East region, Southeast Europe and the Neighborhood and North Africa.

Candidates are deemed to be fully aware of the local living conditions, including inter alia information concerning security, health care, social acceptance of sexual orientation, and accommodation provided, before applying.

Eligibility criteria for all ECHO field positions:

Candidates should hold a higher education diploma (degree or masters level) or secondary school leaving certificate.

The candidate must have at least 3 years of professional experience in humanitarian aid with a minimum of 2 years' relevant experience in the area of expertise outside the European Union and other industrialised countries, other than their country of origin.

General DG ECHO language requirements: mastering English, French or Spanish as the mandatory first language. The second language must be different from the first language and must be one of the languages used in the humanitarian aid sector, namely French, English, Spanish, Arabic or Russian.

Only candidates who are citizens of one of the member states of the European Union, nationals of Switzerland,
Norway, Liechtenstein, Iceland; or nationals of countries eligible for The European Union projects and programmes may apply.

Requirements :
• At least 5 years of experience in security risk management in humanitarian settings
• Proven knowledge of crisis management, including knowledge of evacuation
• An excellent command of English is required (C2 level)
• Ability to work under periods of stress e.g. security incidents, crisis and evacuation
• Be an excellent team player.

Assets :
• Ability to raise awareness, give advice and train ECHO staff on security-related matters
• Excellent networking capabilities with security focal points of international organizations, ECHO partners, other NGO’s and embassies.
• Experience/knowledge of the region
