Background

Plan International Poland (PIP) and Fundacja Jedność (FJ) will jointly deliver a JICA‑funded project that includes: 

  1. Situational analysis of Ukrainian children aged 6–18 in Poland, 
  2. Survey to guide pilot activities, 
  3. implementation pilot activities, and 
  4. Final survey and final report. 

The MERL & AAP Manager plays a central role in ensuring that the desk review, the survey tools and data collection are designed and implemented to high ethical and technical standards.

Role PURPOSE

To lead research and AAP components of the project, including conducting the situational analysis, designing in collaboration with the Project Team Leader and the Methodology expert the survey assessments tools, conduct the FDGs, manage the data analysis of the initial and final survey while ensuring strong accountability and feedback mechanisms throughout the pilot activities.

Project: Data Collection Survey on Improving Educational Environment and Livelihood of Displaced Persons from Ukraine in Poland.

Accountabilities

A. Situational Analysis of Ukrainian Children in Poland (April–May 2026- 13 days)

  1. Desk Review
  • Conduct a structured desk review synthesizing: 
  • Plan International Poland’s existing operational data and prior studies.
  • Findings from the Education Working Group and relevant coordination mechanisms.
  • Recent Polish government data (MoE, Institutes), UN agency reports (UNICEF, UNHCR), and NGO publications.
  • Produce a clear summary of educational enrolment, barriers, psychosocial factors, and systemic constraints.
  • Ensure the desk review forms the evidence base for the draft pilot activity plan for the First Interim Report.

B. Methodology Development for Survey (April–May 2026 -3 days)

  • Contribute to the design of age‑differentiated questionnaires for children (6–12) and adolescents (13–18).
  • Contribute to developing FGD questionnaires.
  • Ensure tools are trauma‑informed, culturally adapted, gender‑sensitive, and GDPR compliant.
  • Lead the ethical approval process in line with Plan’s Global Safeguarding Framework.

C. Survey for Pilot Activities Implementation (May–June 2026 –7 days) 

  • Conduct quantitative and qualitative analysis, triangulating findings of the data collection (survey and FDGs)
  • Survey Data Analysis & Validation
  • Produce evidence to finalise the pilot workshop framework through youth validation sessions.

D. Monitoring & AAP During Pilot Workshops (July–December 2026 – 1 day)

  • Ensure that PIP and JF child‑friendly AAP mechanisms is established based on PIP standards 

E. Final Survey (Dec 2026-January 2027 –6 days)

  • Revise the survey tools for comparison with baseline.
  • Conduct FDGs with project participants.
  • Initial and final Survey Data Analysis & Validation to measure changes in: 
  • Educational engagement
  • Psychosocial wellbeing
  • Social integration
  • Career awareness

General:

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedure.

Duration of Assignment

April 2026 – January 2027 (10 months) for a total of 30 working days

Technical expertise, skills and knowledge

  • Advanced degree in Monitoring & Evaluation, Social Sciences, Education, Psychology, Statistics, or related field.
  • 5–7 years of experience in MERL or Research Manager roles.
  • Proven expertise in mixed‑methods research and child‑centered methodologies.
  • Strong understanding of safeguarding, ethics in research with minors, and AAP.
  • Experience with refugee populations or youth programming preferred.
  • Strong analytical and report‑writing skills.

Additional Responsibilities:

Child Protection Policy Responsibilities (mandatory for all staff)

  • Adhere to the Child Protection Policy, Code of Conduct and reporting any CPP issues. 
  • Responsible for the implementation of the CPP standards as they apply to area of responsibility plus the development of actions to address identified gaps and monitoring their effectiveness.

Ensure that all Plan International partners, visitors and associates in his/her area of responsibility are provided with, are made aware off and have signed and returned a copy of the child protection policy. Inform the partners, visitors and associates that they must comply with the policy in all contacts and communications with children during their visit
