In this role, you will contribute to program development, donor engagement, grant writing, and strategic partnerships with NGOs, institutions, and international donors. We are looking for someone with strong proposal writing and coordination skills, experience in humanitarian or development organizations, and fluency in Polish and English. Project HOPE Polska is implementing HEALINK: Health Without Barriers, an integrated program aimed at improving access to essential services for vulnerable migrant populations in Poland. The project addresses barriers to healthcare, protection, and social support through case management, MHPSS, and strengthened referral pathways. Using a client-centered and trauma-informed approach, the program supports migrants
in overcoming administrative, linguistic, and psychosocial challenges while enhancing coordination with local institutions. It also builds the capacity of frontline professionals to deliver inclusive and culturally competent services. Overall, the project contributes to improved access to care, strengthened local systems, and better health and protection outcomes for vulnerable communities.

Key Activities and responsibilities:
Program Development & Proposal Writing
- Lead the identification and analysis of funding opportunities to expand Project HOPE Polska’s program portfolio in line with organizational priorities and humanitarian needs, with a focus on, but not limited to, DG ECHO, Polish Aid, UN agencies, and other European institutional, private, and governmental funding streams.
- Contribute to the design of innovative program interventions by translating field needs, assessments, and donor priorities into fundable program concepts.
- Develop high-quality concept notes and full proposals in collaboration with program, MEARL, and technical teams, ensuring alignment with donor requirements and contextual needs.
- Ensure strong integration of technical components (e.g., MHPSS, protection, social support) in proposals, ensuring coherence and evidence-based approaches.
- Coordinate the end-to-end proposal development process, including timeline management, inputs consolidation, budget collaboration, and final submission to donors.
Donor Engagement & Grants Support
- Support coordination with partners during project implementation and identifying opportunities for future collaboration.
- Support grant management processes post-award, ensuring alignment between approved proposals, implementation plans, and donor compliance requirements.
- Support development and implementation of donor engagement strategies, including tailored approaches for priority donors.
- Conduct regular donor mapping and analysis to identify new funding sources and trends relevant to Project HOPE Polska programs.
Partnerships for Program Growth
- Support drafting and finalization of MOUs and Teaming Agreements to formalize collaboration with partners, including negotiating roles, responsibilities, and contributions within consortia.
- Assess partner technical and operational capacity to support leadership decisions and proposal positioning.
- Identify and engage strategic partners (NGOs, public institutions, academia, private sector, etc.) to strengthen program design and consortium-based proposals.
Systems, Tracking & Knowledge Support
- Contribute to documenting lessons learned and best practices to inform future proposals and program design.
- Analyze proposal outcomes and feedback to continuously improve proposal quality and win rates.
- Monitor trends in donor priorities and funding calls, providing regular updates to management
- Development and maintenance of a proposal pipeline, tracking ongoing opportunities, submission deadlines, and success rates.
Program Visibility & Representation
- Support development of communication materials (success stories, presentations, briefs) to strengthen donor engagement and funding positioning.
- Represent Project HOPE in coordination and working groups, donor meetings to position the organization for funding opportunities and partnerships.
Requirements:
✔ Master’s degree in Public Health, Social Sciences, International Development, or a related field (Public Health preferred)
✔ Minimum 5 years of experience within humanitarian and/or civil society organizations, preferably in public health or health-related programs
✔ Strong understanding of Humanitarian Principles and humanitarian programming
✔ Experience in proposal writing, fundraising, and new program development
✔ Knowledge of EU donor regulations and funding mechanisms
✔ Excellent communication, coordination, and partnership-building skills
✔ Working knowledge of Logical Framework, Project Management, and program portfolio supervision
✔ Strong analytical, organizational, and problem-solving abilities
✔ Attention to detail and strong informational writing skills
✔ Ability to work effectively with multicultural and multidisciplinary teams
✔ Adaptability, autonomy, and proactive approach in a dynamic environment
✔ Fluency in Polish and English required
✔ Proficiency in Microsoft Office; additional digital/computer skills are an asset
