Job Description:

In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union in Yemen, the expert will be appointed as Country TA, by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO). 

Yemen is one of the world’s biggest humanitarian crises with over 22.3 million people in need of assistance. It is also one of the largest food crises, with 18.3 million severely food insecure people, – more than half of the population – and rising pockets of famine-like conditions (IPC AFI Phase 5). The food crisis is compounded by a collapsing healthcare system, WASH gaps and high malnutrition rates, with over 2.2 million children under five and 1.3 million pregnant and breastfeeding lactating women acutely malnourished. The humanitarian response is under unprecedented strain due to the compounded effect of a severely constrained operating environment, with intensified threats against humanitarian personnel and assets, and massive funding cuts. In Yemen, DG ECHO is today the biggest humanitarian donor. In 2026, the DG will continue to prioritise lifesaving and conflict-sensitive multisectoral responses to the needs stemming from ongoing conflict and natural disasters, while continuing to address acute needs of vulnerable hosting communities, displaced people, people on the move, refugees, asylum seekers and marginalised groups. 

The expert will reinforce the team dealing with the Yemen crisis in the DG ECHO field office in Jordan, Amman. In order to maximise the impact of the humanitarian operations financed by the European Union, they will be required to carry out regular missions to identify and assess humanitarian needs and to monitor programs in the area of assignment. They will work closely with Thematic Experts of DG ECHO’s Regional Office, to ensure coherence of the actions with DG ECHO's policies and practices, and work in close coordination with other relevant stakeholders, including the EU Delegations and partners. The expert's tasks can be grouped under three categories: 1) analysis of the humanitarian situation in view of advising DG ECHO on its operational strategy; 2) management of the project portfolio at all stages of the project cycle, 3) humanitarian advocacy and dialogue with key stakeholders including development partners. 

At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions linked to his specific responsibilities to other regions or to Brussels and should be prepared to react to a current or evolving crisis in any other region in the world.

Place of assignment: 

The expert will be part of DG ECHO's Regional Office based in Amman, Jordan. The Yemen Office comprises 3 TAs (2 Country TAs and 1 Head of Office) and 4 National Staff. The international staff has been relocated to Amman in 2015 following conflict escalation. Regular missions to Yemen are conducted. If security allows, presence in Yemen is expected to increase with a medium-term objective to relocate TAs to Sana’a, Yemen. The National Staff is working from the DG ECHO Sana’a office. 

Candidates are deemed to be fully aware of the local living conditions, including inter alia information concerning security, health care, social acceptance of sexual orientation, and accommodation provided, before applying.

Eligibility criteria for all ECHO field positions: 

Candidates should hold a higher education diploma (degree or masters level) or secondary school leaving certificate. 

The candidate must have at least 3 years of professional experience in humanitarian aid with a minimum of 2 years' relevant experience in the area of expertise outside the European Union and other industrialised countries, other than their country of origin. 

General DG ECHO language requirements: mastering English, French or Spanish as the mandatory first language. The second language must be different from the first language and must be one of the languages used in the humanitarian aid sector, namely French, English, Spanish, Arabic or Russian. 

Only candidates who are citizens of one of the member states of the European Union, nationals of Switzerland, Norway, Liechtenstein, Iceland; or nationals of countries eligible for The European Union projects and programmes may apply. Requirements: 

• An excellent command of English is required (C2 level) 
• Experience in the management of multi-sectoral humanitarian aid programmes and integrated programming (minimum 5 years’ experience) 
• Experience in Humanitarian Food and livelihoods assistance, OR Experience in Health and Nutrition (minimum 5 years’ experience) 
• Team player and cooperation skills

Assets: 

• Experience in Protection and/or Humanitarian Diplomacy and Advocacy 
• Previous professional experience in the Middle East region 
• Experience in high-risk and highly complex operating environments 
• Knowledge of Arabic is considered an asset.
